Overall though, with the list you have, I'd say screw it and basically go straight up the Brooklyn-Class development line, in order so Brooklyn, St. Oakland is a slightly different Atlanta, Brooklyn especially depending on the upgrades it gets and all there first and while it may have more guns, give it the lower RoF and range for them and what not, with the Cleveland getting the higher RoF and better elevation version, as well as likely more accurate.
